307.189. Every bicycle, as defined in section 307.180, operating upon a lettered
county road shall be equipped with a flag clearly visible from the rear and suspended not
less than fifteen feet above the roadway when the bicycle is standing upright. The flag
shall be fluorescent orange in color.

Imagine how stiff a pole* it would take to maintain a flag at 15 ft with wind drag affecting it.

One comment from that page makes a good point. 15' wouldnt clear a lot of bridges. Sooooooo how does this make sense??

It makes perfect sense if you want to keep bicycles from operating upon lettered county roads.

Get some cheap bikes and put flags on them. ride them around cities and see what we can hit? Required by law, sorry, can't do anything about it, talk to your representative.
